Changes to Border Security HR6080 when Senate and Congress are at recess? Who is counting the cost?

Another one of those news stories I do not understand. One of the bills Senate passed near the end of this current session was .The URL for you to read the bill is Really Long Link and it is titled H.R.6080 -- Making emergency supplemental appropriations for border security for the fiscal year ending September 30, 2010, and for other purposes. (Received in Senate - RDS)
But a day or so ago Susan Carroll reported that “the Department of Homeland Security is systematically reviewing thousands of pending immigration cases and moving to dismiss those filed against suspected illegal immigrants who have no serious criminal records, according to several sources familiar with the efforts.

Culling the immigration court system dockets of noncriminals started in earnest in Houston about a month ago and has stunned local immigration attorneys, who have reported coming to court anticipating clients' deportations only to learn that the government was dismissing their cases.
Richard Rocha, an Immigration and Customs Enforcement spokesman, said Tuesday that the review is part of the agency's broader, nationwide strategy to prioritize the deportations of illegal immigrants who pose a threat to national security and public safety. Rocha declined to provide further details.
Critics assailed the plan as another sign that the Obama administration is trying to create a kind of backdoor "amnesty" program.”
The potential cost of HR6080 is $600 million according to estimates and as posted on Representative Dave Obey’s web page (Chairman of the Appropriations committee. First let me point out this says noncriminals, if they are here illegally then they are criminals if the definition of the word criminal means breaking the law. Secondly, if the government is dismissing cases then what are we paying for and when will these illegal immigrants who are residing here and voting (illegal), being treated medically (the Hippocratic oath) as well as their children being educated all on our dime and we are paying for this bill too so what for? I know the administration said the bill was being paid for and that it was off –set but that means money is being taken from somewhere else and we are paying for the shortfall from the somewhere else. So I repeat, can someone tell me what we are paying for and will we be processing these illegals again when they are picked up and will the government dismiss the charges again making the immigration lawyers rich and you and I poor. This seems like another financial waste and another way that US citizens are not protected by our leadership.
