Coming back to vote on HR 1586? Puzzled

The bill we have discussed H.R. 1586 is the bill that Nancy Pelosi will be calling the members of the House of Representatives to vote on. Here is what I can tell you. CNN is reporting “The House of Representatives will be called back into session next week to take up a $26 billion bill designed in part to help avoid teacher layoffs, House Speaker Nancy Pelosi said Wednesday.
"As millions of children prepare to go back to school -- many in just a few days -- the House will act quickly to approve this legislation once the Senate votes," Pelosi said Wednesday.
"I am calling members of the House back to Washington at the beginning of the week to pass this bill and send it to President Obama without further delay."” (Walsh, 2010)
The title of the bill as mentioned is H.R. 1586: FAA Air Transportation Modernization and Safety ... this is a bill that in summary is to modernize the air traffic control system, improve the safety, reliability, and availability of transportation by air in the United States, provide for modernization of the air traffic control system, reauthorize the Federal Aviation Administration, and for other purposes.

So is this an important piece of legislation? Why is CNN reporting that $26 Billion will be spent on teachers and saving teacher’s jobs? This administration has come out saying it was going to revamp education and during the Presidential campaign we all heard the President say that he had a “A truly historic commitment to education – a real commitment will require new resources and new reforms,” (Ivy League. Com Aug 2008) Obama says. “It will require a willingness to break free from the same debates that Washington has been engaged in for decades.” (Ivy League.com, Aug 2008)
So now with more money (you tax money – soon there will be no you working for you only for the government and I thought unions were formed so the sweat shops would end) You now have more racial divide in this country with the Race to the Top educational reform program. As this program was designed to help schools as the World Socialist Web Site reports this” had nothing to do with achieving education excellence or improving conditions in the schools, and everything to do with promoting a political agenda of privatization (charter schools) and destruction of wages, jobs and working conditions for teachers and other school workers (“accountability”) (Martin, 2010).”
It is also reported that “only 16 of the 50 states were selected as finalists. Tennessee will get $502 million and Delaware, a much smaller state, $107 million. Both states have Democratic governors who were better able to make deals with the unions and insure their support for the bid for additional federal funds.”
Also,the National Education Association President Dennis Van Roekel criticizing on Saturday July 31, 2010 the administrations lackluster policies on education. Just so you are informed the NEA is one of the largest teachers unions in the country, with an estimated 3.2 million members. About 9,000 teachers and education staff members are in the city for the conference, which ends Tuesday.
So somewhere a motion to concur in the House amendment to the Senate amendment to HR1586, with Murray amendment #4575 (FMAP/Teacher Funding) got added to the bill. What the language is I do not know I cannot find it. There are a lot of posting where I have said that. So again it is up to you to decide if you like the bill and not knowing all that is in it then my guess is it will pass. If you do not like it then call your Senators and Congressman and voice your opinion because Election Day is only 89 days away. This time they may listen if your vote depends on how they vote.
Do not count on repeal because that process is not a guarantee and most believe it is not that easy to do. It is better not to have the bill become law than to repeal laws that are already on the legislative books.
