H.R.4213 American Jobs and Closing Tax Loopholes Act of 2010

H.R.4213 American Jobs and Closing Tax Loopholes Act of 2010 are on the Senate calendar today. They are going to vote on possible cloture.
What is cloture you ask well “Under the cloture rule (Rule XXII), the Senate may limit consideration of a pending matter to 30 additional hours, but only by vote of three-fifths of the full Senate, normally 60 votes.” (U.S. Senate)
If this passes then within the next thirty hours they need to vote on this bill. We have taken a look at the bill but there have been changes. One of the other sections I would like to point out. I had a father that sold real estate. He was bad at it because he was honest. Literally would tell young couples you have a roof over your head and it keeps you dry with the ability to go to a movie once in a while, pay your bills, buy groceries and save for a bigger down payment then do that. He would tell them not to buy a place they couldn’t afford and by waiting and saving they could still enjoy living. Government Housing or Low Income Housing isn’t the American Dream.
PART II--LOW-INCOME HOUSING CREDITS
SEC. 231. ELECTION FOR DIRECT PAYMENT OF LOW-INCOME HOUSING CREDIT FOR 2010.
(a) In General- Section 42 is amended by redesignating subsection (n) as subsection (o) and by inserting after subsection (m) the following new subsection:
`(n) Election for Direct Payment of Credit-
`(1) IN GENERAL- The housing credit agency of each State shall be allowed a credit in an amount equal to such State's 2010 low-income housing refundable credit election amount, which shall be payable by the Secretary as provided in paragraph (5).
`(2) 2010 LOW-INCOME HOUSING REFUNDABLE CREDIT ELECTION AMOUNT- For purposes of this subsection, the term `2010 low-income housing refundable credit election amount' means, with respect to any State, such amount as the State may elect which does not exceed 85 percent of the product of--
`(A) the sum of--
`(i) 100 percent of the State housing credit ceiling for 2010 which is attributable to amounts described in clauses (i) and (iii) of subsection (h)(3)(C), and
`(ii) 40 percent of the State housing credit ceiling for 2010 which is attributable to amounts described in clauses (ii) and (iv) of such subsection, multiplied by
`(B) 10.
`(3) COORDINATION WITH NON-REFUNDABLE CREDIT- For purposes of this section, the amounts described in clauses (i) through (iv) of subsection (h)(3)(C) with respect to any State for 2010 shall each be reduced by so much of such amount as is taken into account in determining the amount of the credit allowed with respect to such State under paragraph (1).
`(4) SPECIAL RULE FOR BASIS- Basis of a qualified low-income building shall not be reduced by the amount of any payment made under this subsection.
`(5) PAYMENT OF CREDIT; USE TO FINANCE LOW-INCOME BUILDINGS- The Secretary shall pay to the housing credit agency of each State an amount equal to the credit allowed under paragraph (1). Rules similar to the rules of subsections (c) and (d) of section 1602 of the American Recovery and Reinvestment Tax Act of 2009 shall apply with respect to any payment made under this paragraph, except that such subsection (d) shall be applied by substituting `January 1, 2012' for `January 1, 2011'.'.
(b) Conforming Amendment- Section 1324(b)(2) of title 31, United States Code, is amended by inserting `42(n),' after `36C,'.
James Truslow Adams wrote in his book The Epic of America which was written in 1931. He states: "The American Dream is "that dream of a land in which life should be better and richer and fuller for everyone, with opportunity for each according to ability or achievement. It is a difficult dream for the European upper classes to interpret adequately, and too many of us ourselves have grown weary and mistrustful of it. It is not a dream of motor cars and high wages merely, but a dream of social order in which each man and each woman shall be able to attain to the fullest stature of which they are innately capable, and be recognized by others for what they are, regardless of the fortuitous circumstances of birth or position." Thomas Wolfe said, "…to every man, regardless of his birth, his shining, golden opportunity ….the right to live, to work, to be himself, and to become whatever thing his manhood and his vision can combine to make him."
I understand the importance of a roof over your head! I know I worked very hard to get to the point where I considered buying my own home. It was a thrill to be able to do that and it gave me a sense of pride and accomplishment. But the government providing low income housing any more I am not sure I trust them to build anything right .
Furthermore, can you please tell me how Direct Payment Low Income Housing Credit is closing a tax loophole or job related? I would hope for the clot part of the word cloture so they can stop bleeding Americans dry or stop the ebb and flow of their spending.
