Immigration Laws 1=Law signed 1921/24

May 27th 2010 21:02
One of the hot topics in the news being immigration I thought we would deal with this topic since there are federal laws on the subject and now the Arizona State Law. Other countries have laws about immigration also so we will look into those also for information and knowledge purposes. The United States Federal immigration laws establishes a individuals status are they an alien, what are their rights, do they have responsibilities in order to maintain legal immigration status and are there obligations to staying in the United States. The Laws also stated how an person from born in another country can obtain residence or citizenship in the United States. One would believe that the Immigration law(s) should function as the doorway to restrict and have knowledge of those individuals who were coming into or out and how long they can stay in the United States.

Things get a little complicated (like who wouldn’t understand that when it comes to the government). Congress has authority over immigration the Presidential does not have any influence on immigration laws (He must sign the bills into laws) but not the enforcement of the laws. The President does have influence on refugee policy.
Now, immigration in the U S is administered and overseen by 5 departments of the Federal Government. Those departments are the Department of Homeland Security, the Department of Justice, the Department of State, the Department of Labor, and the Department of Health and Human Services. After 9/11 the Department of Homeland Security replaced the Immigration and Naturalization Service (INS). The Department of Homeland Security oversees and is suppose to enforce immigration laws and grants. The Department of Homeland Security is divided into three sub-departments: US Citizenship and Immigration Services, Immigration and Customs Enforcement, and Customs and Border Protection. Wow as said you wonder if anything in the government can be plain, or simple and or straight forward. There are many changes to the immigration laws in the United States and so I will provide those that had a direct impact on our nation. The first is The National Origins first quota act 1921. This regulation was written by the 67th Congress and signed into law by Warren G Harding President of the United States.

I do not like not providing you with just excerpts or synopsis of bills but, the exact bill is quite long so I am providing a summary and a URL where you can read the exact bill
1921 Emergency Quota Law (An act to limit the immigration of aliens into the United States)
H.R. 4075; Pub.L. 67-5; 42 Stat. 5.
67th Congress; May 19, 1921.
SUMMARY
The objective of this act was to temporarily limit the numbers of immigrants to the United States by imposing quotas based on country of birth. Annual allowable quotas for each country of origin were calculated at 3 percent of the total number of foreign-born persons from that country recorded in the 1910 United States Census.
Exceptions to the quotas were made for government official and their families, aliens who were passing through the US or visiting as tourists or temporary workers, immigrants from countries in the Western hemisphere, and minor children of US citizens. The Quota Act also did not apply to countries with bilateral agreements with the US on immigration, or to countries in the Asiatic Barred Zone (as defined in the 1917 Immigration Act). Again note that if the site say long URL click on the wording Long URL and it will open the site.
I know this is a tough subject matter but if you think that what you are hearing on the news is about immigration I would urge you to look into what immigration is or define illegal immigration further. I urge you to do this because the United States allows more than 1 million aliens become legal permanent inhabitants every year. The U S permits more people to enter its borders legally than any other country in the world. So is the controversy about immigration or about those who are in the United States illegally? You decide
