really a CR?

Well there is no federal budget and so now Congress has closed down until after the elections with not budget in place. Now you are starting to hear the term Continuing Resolution or CR. What is a CR or continuing resolution? I will answer that with a brief explanation that the budget for the United States government starts on 1 October of one year and goes through to 30 September 11:59 PM the following year. Monies from one year’s budget cannot be spent past 11:59 PM on September 30th. What you have not spent is to be used. The So every year the House of Representatives and the Senate must determine a budget. The President also puts forth a budget and then the reviews begin.

Before the end of the fiscal year the legislature must agree on appropriations, acts which designate various amounts of funds to different government agencies. Appropriations bills allow government agencies to spend their funds; without an appropriations bill, a government agency has no money, and it will quickly cease to operate.
I understand that Appropriations Bills are never simple and that reviewing what you are going to spend the following year can be difficult however, you have over spent this year and the money that the CR is costing will not be subtracted from the budget you are proposing so again we pay.
What people would like to know are you going to spend the money the people are having to give to the government because you did not extend the “current tax laws” most call them the “Bush Tax Cuts”. Did you not have time to determine who se pet projects are going to have money allocated to them so since you couldn’t decide you left town without doing anything. Hey you people work for us, we sent you to Washington to do good things for us. All we have seen is a raise in the National Debt _ and yes you inherited debt but you added to it, we have seen a rise in health care costs which you promised would not happen and unemployment is on the rise. Stimulus hasn’t stimulated except peoples anger and frustration so what you have done is provided several months of funding so that people could have their Social Security Checks, the military could be clothed, fed and have medicines. Oh that’s right even though you are out trying to get our vote the CR means you will still get paid. Nice you get your money and we get more debt. Thank you I can only hope and pray that there is a new regime in the Senate and Congress and people start holding their representatives accountable. Enjoy your extended time off and for most of you I hope and pray you do not return. So God Bless you in your political retirement.

Just for informational purposes for a continuing resolution to pass, it must pass both houses, if the legislature is bicameral. The head of state must typically sign off on it as well. Failure to pass and sign such a resolution could be catastrophic, as government agencies provide things like health care, education, food stamps, road maintenance, law enforcement, and so forth. Most people agree that these services are vital, and an interruption in service could turn very ugly.
