Small Business Lending Fund Act 2010 currently under debate

On the Senate floor for debate is SMALL BUSINESS LENDING FUND ACT of 2010. This sounds like this is a worthy bill that is being debated. According to the Small Business Administration - Small Business Size Regulations specifying size standards and governing their use are set forth in Title 13, Code of Federal Regulations, part 121 (13 CFR §121). SBA's size regulations pertaining to Federal procurement are also found in the Federal Acquisition Regulation, 48 CFR part 19.
The Electronic Code of Federal Regulations (eCFR) is maintained by the U.S. National Archives and Records Administration. It includes all changes to the Small Business Size Regulations, which are current as of the date specified at the top of the linked page.

According to the Small Business Administration there is already financial help given to small businesses in the form of grants and loans.
I quote directly from the Small Business Administration’s webpage (URL found in the reference section of this posting). “SBA recognizes that the conventional commercial loan market may not offer many small business owners access to the capital they need to keep their businesses strong and help them grow. SBA has developed a number of financial programs for small businesses, which will be explained in this section.

I have several questions after trying to follow the language and the trillions of dollars they are setting aside for this program. Question 1 where is the money coming from? The Department of Treasury is who the banks are to report to so does that mean the government is helping you run your business? If they can take land/property from people under eminent domain then if they have a stake in your small business then can they take that? Can they withhold a loan if a small business owner doesn’t provide government run healthcare?
So my friends was George Orwell and his book 1984 just a good piece of fiction that we all read in Jr. High or is “Big Brother watching and going to be involved in all aspects of our lives? I am just asking you to again read the bill for yourself and determine if you think this is what Congress should be dealing with and how you what your senators and congressmen to vote. Let them know.
